The newly appointed Greater Accra Regional Coordinating Director (RCD), Rev. Harry Nii Kwatei Owoo, paid his maiden official visit to the Ga West Municipal Assembly, where he engaged management and staff on the need for transformational leadership, professionalism, productivity, and improved service delivery.
Welcoming the Regional Coordinating Director, the Municipal Coordinating Director (MCD) of the Assembly, Mrs Louisa Benon, expressed her delight at hosting the first official municipal visit of the new RCD since his assumption of office. She described the visit as a demonstration of the RCD's commitment to strengthening local governance, enhancing administrative efficiency, and fostering collaboration between the Regional Coordinating Council and Metropolitan, Municipal and District Assemblies (MMDAs).
The MCD assured the Regional Coordinating Director of the Assembly's full support and cooperation in achieving the Greater Accra Region's development objectives and improving residents' welfare.
Addressing the gathering, the Regional Coordinating Director, Rev. Harry Nii Kwatei Owoo, expressed appreciation for the warm reception accorded him and commended the Assembly for maintaining a conducive working environment. He noted that the Assembly's setup and level of organization reflected a strong commitment to local governance and participatory development.
The RCD outlined his vision for transformational and inspirational leadership, emphasising that public servants must be committed to delivering high-quality services to the people. He described himself as a "chief civil servant" and servant leader whose primary responsibility is to support and motivate staff to achieve excellence.
As part of his address, he introduced what he termed the "Five Ps" of effective public service: Purpose, Punctuality, Professionalism, Productivity, and Performance. He urged staff to understand the purpose of their roles, be punctual at work, maintain high professional standards, improve productivity, and strive for excellent performance in all their duties.
The Regional Coordinating Director further stressed the importance of performance assessments, noting that the performance of Assemblies directly influences development outcomes and access to resources. He encouraged staff to work diligently to improve the Assembly's standing and contribute meaningfully to the development of the region.
In his closing remarks, the Municipal Chief Executive (MCE), Hon. Desmond Sowah Nai, commended the Regional Coordinating Director for his inspiring and insightful presentation. He urged staff to immediately implement the lessons and directives shared during the visit rather than postponing action.
The MCE emphasized that every staff member must have a clear purpose and justify their role through measurable productivity and commitment to duty. He announced plans to strengthen staff appraisal systems and improve attendance monitoring to ensure accountability and efficiency within the Assembly.
He also reiterated the importance of teamwork, professionalism, and positive work attitudes, stating that the Assembly possesses the talent and capacity to set performance records if all staff members work together toward a common goal.
The visit concluded with a renewed commitment by management and staff of the Ga West Municipal Assembly to enhance service delivery, improve productivity, and support the vision of transformational leadership being championed by the Greater Accra Regional Coordinating Council.
